Generally I've found unsupportive stakeholders to be such because they don't see the benefit to themselves, their team or business areas. It's our role to make sure they can see benefits in the programme of work. It takes a lot of energy to do this but it's essential to assure the success of the program of work. Once you have shown the way to stakeholders you then need to work on keeping a flow of honest and open communication, it's very easy to make a huge back step to the unsupportive stakeholders again.

In my experience in order to better create mitigation plans you need to take the time to get to know the stakeholders. By knowing the stakeholders concerns, issues, and motivations you can get ahead and prepare responses to address possible issues that may arise. One thing that has worked well for me is to highlight aspects of plans and implementations that motivate the unsupportive stakeholder. Then, even thought I had prepare ahead a written statement with responses for concerns, I do not present those until after the stakeholder shows the concern. The reason for that is that I may have prepared for a concern that would not come up, but if I mention it, now it will be in the stakeholder mind. Remember, always be courteous and respectful.

Sometimes in case of transformation and legacy decompression programs end users/ stakeholders hesitate to share information/ support as they may feel that this will be step towards loosing their job in future. You need to clearly articulate the program objectives & clear out their doubts with effective communication & stakeholder engagement skills. The other reason may be that they don’t have trust on you on achieving the goal & thought that it’s wastage of time for them.
