Every point listed has value... ONLY if the CISO understands the entirety of their role. Without people and process, software tools are future tech debt. Only when the org is structured correctly will software tools become an enabler. More often than not, client CISO's are more "cyber" talent than business continuity leaders. And every issue for them is solved by another software suite.
One very important thing i would like to be mentioned here is that when trying to justify cost, justify it in simple terms to your top management. Dont justify it in a manner that its not understood only or it further complicates the issue. You have to make it understood that how it aligns to business goals and what is the likely loss probability if this remains ignored. Just explain in simple terms with currency figures as key metrics.
