Being on a budget is the best way to develop problem solving skills. If you're strapped for cash, you don't have room for error and need to correctly identify the root of the problem in one shot. Alternately, you may have options that are not financially feasible and need to evaluate the same problem from a new angle to save money. Your solution needs to be within budget anyway, so you might as well view the constraint as an additional challenge rather than a nuisance.
