Some people are self-driven and can work anywhere at any time, whereas others need a lot of prompting and hand-holding to deliver. For the latter group, you may want to consider being onsite with them during discussions to get started until they know exactly what must be done and by when. Then test out a hybrid model where they can work remotely before a check-in onsite; repeat until you are comfortable they can perform remotely. This is important because, if they are unmotivated or do not understand the timelines, they are unlikely to deliver and may be uncontactable.
