Discussions with the hiring manager may provide verbal insight as to an extension or FTE conversion potential, but it has the possibility of falling through. You cannot be anymore transparent than what is stated on a signed & counter signed agreement. Even then, most contracts signed with a client & candidate alike are at-will with the possibility of ending anytime. The best way to approach the situation is to have the contractor and hiring manager discuss long term planning directly to hash out the details. A good firm will already be aware of these discussions, and step out of the mix to avoid miscommunication.

Consider their previous employment history. Is this their first contract role? If they have a solid work history and find themselves unemployed due to market crisis, merger, acquisition, etc. This shows beforehand they were able to successfully make it through previous probationary periods and commit success and longevity at an employer.
