Today, effective IT strategy is fundamental necessity. The first crucial step is to clearly define what you intend to achieve, as technology serve as the means to accelerate your business objectives. Next embark on a structured approach to formulate your IT strategy : 1. Assess current digital maturity 2. Ensure IT strategy aligns with overall business objectives 3. Consider technology trends, scalability, future-proofing for comprehensive technology roadmap 4. Identify gaps in capabilities that may hinder objectives 5. Prioritise critical actions required to meet your goals 6. Develop proactive plan to mitigate business risks to ensure business continuity 7. Develop effective communication plan keeping stakeholders engaged

First step is get clear understanding of business goals. Clear as in you must be able to articulate them in 3 bullet points or less. This is extremely important because everything you would do in step 2-6 depends on it. For example, IT strategy for a technology company wanting to develop high volume transactional applications is very different from one trying to bring operational efficiencies to a long running business process. I would do a couple of iteration of #1 current state analysis and #2 IT vision and objectives, and #3 would emerge naturally.
