In my experience, it is best to error on the side of caution. If you are not 100% positive of chemical identity, assume the worst until proven otherwise. At times you may know the classification, but not the actually identity of the chemical. That will help identify possible PPE that may be required, but will not give specific guidelines. Again, always error on the side of caution. You can always doff unnecessary PPE, you may not have the opportunity to don proper PPE after exposure.

If the spill is from a Container on a Vessel, the crew onboard can check the container number, see the chemicals (UN number) stored inside the container. Check the IMDG code for the respective UN number. IMDG code has a column, called EMS code, in which you have a Spillage code. Which has in detail SOP you need to follow for a particular scenario if the respective chemical has been spilled. Ideally that is what should be done. But I see happening is the Container number which is leaking is reported to the DG desk, and then the DG desk arranges for the MSDS (Material Safety Data Sheet) of the chemicals involved in the container and then provides it to the crew on board via email. They then handle the spill according to the MSDS.
