During many years of work at the State Government, I found that most requirements gathering sessions do not focus on the "reporting requirements" of the applications that are being built. For example, reporting metrics to the federal government or to the funding sources. It is often too late in the cycle when these requirements are brought up by the business users, it is sometimes a change request with software vendors and costs more money. I have learnt to ask about reporting requirements to funding sources upfront before any design work is done on applications.

This is very idealistic and sounds awesome. However, in the real business world this nearly never occurs. Requirements are a moving target. You cannot identify or know all the features, functions and performance criteria ahead of time. These all inform scope but since they change, estimates bloat and this is why a lot of software projects fail.

One of the best pieces of advise I can offer here is to do all you can not to roll your own tools sets or custom scripts to glue your stack together. It ends up being yours to own and then the person that knows it leaves the company. Use COTS solutions wherever possible and cloud offerings. You will at least have a company to call on for assistance when things can and do go awry. Also keep it simple. Don't use every tool, library and shiny thing you come across. Complexity multiplies in exponents in these cases.

Use some tooling here and setup the rules. SonarQube is a good one for enforcing and finding bad habits. Start your project with a tool like this in place. If you do not you can never catch up to getting the codebase in shape and compliant.
