One of the major mindset shifts in the context of Agility is "Quality has to be built in and not left for inspection". At every stage in the product development, an aspect of quality is induced. The design quality will be a function of extensibility, reusability and testability. The build & test stage will be a collaborative effort from developers and testers to use techniques like TDD, ATDD and pair programming to have a short feedback loop and faster turnaround. Best practices like Green Build, WIP limits, refactoring or code and test cases after every iteration are some of the ways to foster "Built in quality" culture.

As far as I understood, the reason why companies prefer Agile over Water fall methodology is that, Agile methodology emphasizes on iterative development, flexibility, collaboration, and early feedback which typically leads to better quality outcomes, Water fall has more rigid, slow and sequential approach. The reason for that are mainly the delayed issue identification, limited flexibility for instant issue identification and rectification, less frequency in testing, decreased stakeholder involvement, more time consumption and a higher risk of overlooked requirements, all of which I personally feel as some reasons to lower quality outcomes when compared to an Agile methodology.
