It's important to know that your training is making a difference in terms of people within the organisation improving their ability to recognise threats when they see them AND taking the right action (reporting it). One way of doing this is taking phishing reports and using compliance queries to see how many ther users in the organisation received the email(s). This gives you the capability to measure the "threat recognition capability" of the people in the organisation. If it's improving awareness training is making a difference if it's stagnant then awareness training is making little difference.

The fundamental question of how to be sure that the training has a positive impact is to measure it. So a measurement is actually carried out before the actual training programme. This can be done through surveys, for example, or better through controlled phishing campaigns or tests. This result is then actually used to steer the training accordingly or to set priorities.
