The CEO should delegate supervision only when there is confidence that this supervision is aligned with company values, ambition for its culture and way of getting things done. Avoid encouraging open and honest communication in an environment where such is known to have negative consequences or cause additional burden people are unwilling to take on. Be realistic that collaboration is a barter of benefits between the parties and be clear on what the benefits for everyone is.
