Leadership also looks like getting the team to be independent. It's bad for the team if the leader is the bottleneck. Leadership is about multipliers not gatekeeping.

There's no magic bullet to creating good software, so start by making sure you aren't enforcing 'feel good' policies that make the developers feel like they are wasting their time. (A true example: I was on a project where code was rejected if the includes were not alphabetized.) Consider what policies in your coding guidelines actually contributes to fast/reliable code and what just looks good on paper. Don't rely too strongly on machines for code quality - if code formatters and static analysis are doing most of the work, people won't be inclined to put the effort in on their side, assuming the machine will catch it. And COMMUNICATE - let everyone contribute to the standards.

I think everyone (developers and managers alike) can agree, that great software can't be made overnight. When requirements grow and the timeline can't, sometimes, compromise has to be made. One way this can take place is to leave "todos" in the code: explain the unsatisfactory approach, and what needs to happen to meet your teams code quality standards, then make sure the everyone is on the same page so that time can be scheduled to address the debt. It may not be ideal, but the real world hardly ever is!

The “unmeasured” weakest point of code quality is often documentation quality, either code documentation or unit test documentation. Unfortunately, documentation is the weakest part of the development tool set. 1?? Code documentation can only be text. Sometimes, a picture is worth thousands of words. Sadly, because pictures are not part of IDEs, understanding the code requires jumping out of the code. 2?? Grammar checks on code documentation are not part of the current tool set. And good grammar helps all readers understand the meaning of the sentences.
