The best way to measure the effectiveness of your accident prevention program to to measure how many accidents were prevented. This means that you need to add to your KPIs near misses and measure the results of programs that you put in place. So if you add projected caution and stop signs in areas were there have been previous accidents or a high traffic area, you should be able to see the affects in a positive trend of reduced or zero accidents. I believe, that the 50% of the metrics need to be forward looking and preventive in nature to be the most effective, otherwise, you are waiting for an accident to occur rather than preventing accidents.

I suggest that near misses can be both positive and negative, depending on the company safety culture. A near miss is an opportunity for learning and improvement, IF reported AND addressed. In an open, safety focused culture, these are a sign that people are reporting issues so they are “visible” and can be addressed / communicated to the Team as a preventative step. In weak safety cultures, events happen and often go unreported, OR unaddressed. That is, until after an injury, then “everyone” seemed to know an unsafe condition existed but culture did not support reporting / fixing it = “Smoke before a fire” We often “complain” to the Team when we have too many “green” days because we know there are always things that can be improved.

Management should prioritize safety in decision-making and allocate resources to support compliance efforts. By taking an active role in promoting compliance, management can help to create a safer work environment and prevent accidents and injuries.

The safety audits have the huge advantage of talking with the operators living just in the audited area! So, that moment by my experience can be a treasure, a moment where you can understand what is correctly applied and what is not. Where you can start a first cause analysis just with the operators , if they don't apply safety rules must have a reason! To discover togheter ! The auditor, knowing safety topics in a deepen way, could start a rich discussion with operators, collecting new suggestions, data and feedbacks. In a few audits the results can be appreciated, and they are useful for all ...the safety well followed is a win win process !
