Social welfare programs should be based on the principle of "subsidiarity", which means that the problems should be identified and the solutions implemented at the level of society closest to the problem.

Social welfare programs are designed to provide support and assistance to individuals and families in need. These programs can take many different forms, including cash assistance, food assistance, housing assistance, and healthcare. Social welfares has many instrumets to achive high standarts of living ,such health insurance ,education scolarships ,social services ,subsidies .Sometimes those instruments have more disavantages than advantages ,because of the managament and how they are distributed!So we need to chose more carefully the instruments that we are gona to work with .

The objective of social welfare programs should be able to provide immediate assistance minus the bureaucracy with the ultimate aim for access and use of social welfare programs to be a temporary solution and not a long term way of life. The model should require participants to participate in job training and upskilling programs aligned with government/industry hiring based on skills and not college degree.

It's difficult for the operators of social welfare programs to adapt and innovate because they often don't know if what they are doing is working. In the nonprofit and government sector, where most social welfare programs reside, there is no profit or loss, and often no prices of any kind, to signal whether a program is creating value. Absent such signals programs can persist even if resources should be reallocated to something more useful. To overcome this issue, my colleagues at the Stand Together Foundation are experimenting with Net Promoter Scores for nonprofits. The hope is that these scores will help philanthropists, foundations, and those served by the various programs better understand what works and what doesn't.

The myriad social safety net programs are administered as a bureaucratic maze that makes it difficult to access needed benefits. Once accessed, the work requirements and incentives of many of these programs coupled with the threat of losing benefits because of a slight increase in wages — “benefits cliffs” — actually dissuades people from pursuing work that might otherwise put them on a path towards self sufficiency. However, we can look to Utah’s ‘One Door’ model that integrates workforce and safety net programs and funding to address benefits cliffs while equipping people with the skills and training to pursue purposeful work and contribute to society for mutual benefit.

I agree with Dr. Michael Gargano people should be hired based on skills. For social welfare programs one has to understand the population their vulnerability and day to day problems.

Social welfare programs should be flexible. Not only should they be less bureaucratic, but they should also be able to address the problems that are specific to the different populations that they intend to serve.

The starting point is understanding the community that you are hoping to serve. As you design a program celebrate diversity and unique experiences and don’t go for the ‘one size fits all’ even when creating a model that sounds homogeneous-like ‘youth’, ‘women’, ‘older workers’, ‘Latino’ or ‘Black’.
