An IDRP is a document that outlines strategies, procedures, roles, and responsibilities for recovering infrastructure systems and assets after a disaster. It should include the scope and objectives of the plan, such as which infrastructure sectors and components are included, the risk assessment and analysis of potential threats and impacts, recovery strategies and actions for each infrastructure sector, roles and responsibilities of key actors and partners involved in the recovery process, as well as implementation and maintenance of the plan. The objectives should align with other emergency plans and policies. The risk assessment should consider the likelihood and severity of different hazards, the vulnerabilities and interdependencies of the infrastructure systems, and the consequences of disruption or damage. The recovery strategies should include resources, equipment, personnel, contracts needed to restore functionality, alternative or backup solutions to maintain continuity of service, coordination and communication mechanisms with stakeholders and agencies. The roles should include infrastructure owners, operators, managers, regulators, service providers, local/state/federal authorities, emergency responders, and community groups. The implementation should involve training, testing, updating the plan; monitoring performance; evaluating outcomes; providing feedback; improving based on lessons learned; best practices.
