There are two stories that you need to weave into a unique narrative, the user journey and the VR story. It's important to think about the relationship that you want to stablish between these two. Is the user just an observer? Is the user a participant? Or are they the main character? This role should respond to a strategic decision and enhance the message you want to transmit.

Selecting story goals is like choosing a party theme. You decide the tone and experience you want for your guests, users and then apply that vibe to every element. Focus on that prize and write a memorable story.

As with any new medium, there is a particular grammar to be discovered in VR storytelling. I've been trying to hire legally blind artists to solve this issue at our firm. I think it's next-to-humanly impossible for designers to break out of the box and stop "looking" at the scene and visuals and focus on an emotional story path.

If the narrative is rigid, you will have to limit where the user can go, and what they can do. And if you have set pieces, you might want to make sure the player is actually looking at the action happening. You can do this subtly by lighting and positioning, or you could have a giant arrow pointing at some text. It all depends on the context.

I think you might want to re-consider the idea of story-telling. It might not be appropriate for the VR space. But look at escape rooms and imagine them in VR. Then throw an introductory narrative hook "You're a super spy and you've just stumbled into the bad guys lair -- now you have just 5 minutes to find the bomb detonator and disable it. Go!" -- so you drop a premise and then let the player / VR do the rest. You can also consider that the best parts of story are character (not plot) and let your VR avatar discover through conversation information about VR characters (that can drive plot...).
