In my experience, companies rarely use low-fidelity prototypes to test designs with users. I have seen two reasons for that. First, some designers fear they will be criticized for investing an hour or two with a pen and paper instead of using more sophisticated tools at their disposal. And second, people don't think they will get enough relevant information when testing a low-fidelity prototype. The reality is that low-fi prototypes can be as effective as high-fi ones when communicating and testing ideas. Past studies have shown that fidelity does not impact the number of common usability issues detected during a test (contact me for sources). Ultimately, the fidelity of your prototype should be based on your commitment to your idea.
