When it comes to tools for project management, Atlassian pretty much has the market cornered. We are all in on their tools. Use confluence for documenting requirements, Jira to track tasks, Bitbucket/Sourcetree for source code management. We dont use bamboo however, we use Jenkins instead and will be moving to teamcity very soon

Yes, I wholeheartedly agree. And, PMO leaders especially need to understand how frameworks and configurations will impact the behavior of less experienced project managers. A tool implemented well can be an effective guide to help a junior PM keep projects on track. In my experience I have also witnessed plenty of PM tool implemented with a checklist of endless possibilities for which a junior PM does not have sufficient experience to determine which items are not necessary for their project situation. Thus, the end up killing the schedule and budget by trying to have the team check all the boxes.

PM tools are just that - tools; - and tools are only as good as are the hands (skills) and technology (mind) of the craftsman using them. Successful project management is much less about the tools used than it is the appropriate application of project management principles. For that, the methodologies of organizations such as PM2 and PMI.
