I my experience if you ask the person to read a wikipedia article, to listen to a news article, and then to write a short text explaining them both is an easy and quick method to gauge their grammar skills. Of course, deeper tests are required for a more profound measurement of said skills, but these should be enough to give you a preliminary idea of someone's skills.
