I would suggest to think : Are you assessing the impact and communicated with stakeholders about the changes ? Now, I will look for fitment of resouces ( skills , capabilities ) available due to change in program priority and ask resourcing team to update resource calender .I will communicate stakeholders of both programs being impacted due to priority change and get them into confidence to re-utilise resounces on newly prioritised program.
