The first step to every problem is to perform a root cause analysis. One of the best methods of achieving this first is building trust with the dev personnel and communicating your concerns with them and assuring them of the relentless support you're going to avail to them in mitigating this knowledge gap.

In my View 1. Have a meeting weekly to discuss the skills of the team having all levels of resources to share their lessons learned and how they resolve the issues. 2. Close coordination with the Resources having Gap and guide them in friendly conversation for the betterment of his/her future with the skill.

In my experience, I would coach the team member on the benefits of continuous learning and improvement. I would also give him a different perspective about how increasing his proficiency level would lead to his career development in future. This way he would feel motivated to learn and fill the skill gap.

Using metrics to evaluate really helps here. It gives you better objectivity and ensures that evaluation is team focused. Don't think that everyone needs to master everything. Use your teams collaborative strengths to cover eachother's weaknesses. Focus on strengths and achievements.
