Workers need to have skin in the game to understand the importance of work place safety, especially for electrical awareness. Site orientation meetings are great, but workers reading and partaking in the development of a Job Hazard Analysis will keep them thinking on the forefront about their safey as well as others.

...your "workers" and I assume these are the Artisans and associated support personnel (in the real workplace) are the most important input with regards to rendering the workplace safe should you yourself not be directly involved and know the workplace and conditions personally. They have firsthand experience onto which can only be added to i.t.o other, added or new activities. This subject is direcly managed by the persons facing the workplace and can only be evaluated and suplemented by subject matter experts or, putting on your PPE and participating in the activities...

Though lost time accidents have been greatly reduced with formal safety training, unfortunately fatality rates remain constant. Jens Rasmussen’s “New View Theory” shifts the paradigm to human focus, rather than the hazard itself. Human Safety Performance Improvement realizes that not all accidents are preventable, but are well predictable when analyzed after the fact. Recognizing proper safeguards is achieved by worker input and giving them what they need. Instead of mitigating risks via controls on behavior, assess the risks and adjust the controls accordingly. For example, rather than stopping a job when it becomes unsafe the emphasis is not starting until the right controls are in place.
