Firstly, it’s important to understand that they are not the same. They are not the same subject at all. Quality was designed to guarantee process stability, ensure products are built according to specified parameters, and to standardize the management system. Safety was designed to protect employees while they perform their work. With that in mind, Quality can aid Safety in practical ways, such as providing feedback if inspections were conducted according to the plan, and ensuring that actions raised during the inspections were implemented in a timely manner, for instance. Having good quality control does not necessarily imply that the site has good safety control or performance.

As per Murphy's law anything bound to go wrong ,will definitely happen, so a strategic planning needs to be countered against risk, by robust HSE adaptations workers safety needs to be considered and implented without any excuses ,educating staff with work place risks, importance for target to be achieved but not at the cost of Safety, staff safety should be primarily considered.

Risk assessment procedure shall developed. After that contingency plan also shall be in place. Distribute procedure to staff. Check the competency of personnel who will perform the activity, if needed refreshment training can be conducted.
