How can public affairs strategies promote transparency and accountability in human services programs?

Most goals should be objectively measured against end states and desires of the overall charter and values of the organization however this is only one portion of quantifying success. Cultivating culture that is committed and dedicated to the mission can be extremely beneficial in building cohesion and trust therefore public affairs play a huge role in promoting transparency, accountability, optimizing behavior and rapport through communicating effectively with all human service programs stakeholders internally and externally. Throughout the human service enterprise, it is critical to ensure the public affairs strategy demonstrate not only the deliverables but also areas that need improvement. This approach produces optimism and trust.

Transparency, accountability and reliability have become universally recognized key operational principles for the good governance of public administration. In effect, transparency and access to information are essential components of a rights-based social protection system. Mapping stakeholders implies different interest groups, varied timelines for impact, evolving expectations and often more divergence than convergence on issues and solutions. For a public goods, where there may be asymmetry of information the issue is of creating those convergences where stakeholders’ cohorts can be brought together as a consensus group. I would recommend starting with such issues where trust and transparency can be built amongst stakeholders for confidence building. There is no one single magic bullet but gradually try to move to large issues as needed over time to bring stakeholders’ expectations in alignment with the long term or larger cause. Mapping evolves as paradigms shift & smart mapping would be dynamic.

The key to any public affairs campaign or strategy is targeting each audience with a specific message. In human services, mapping message to stakeholders to outcomes delineates a path to a measurable result. If the objective is to promote a new program or service or to increase engagement with an existing program or service, reaching the people who care or benefit is the essential element. The only way to achieve that objective is to identify those stakeholders prior to the launch of the effort. Presidential campaign's are now adept at micro-targeting, developing specific messages for small groups of stakeholders to motivate their support. Any human service oriented public affairs campaign should draw examples from that success.
