Most crucially, let the problem you are trying to solve be your guide. Scaling isn't intrinsically good or bad. It's worthwhile if the problem your organization seeks to solve or mitigate would be dented by the scaling of your program or operational reach. When you take this lens onboard, you may find that it's a method, strategy or approach that needs to be scaled, and not a program or even your reach. I recall being at an organization that thought about scaling traditionally at first. We did a soft test of expansion and recognized we were ill-equipped to have the impact in another space. However we recognized that how we approached the problem we were trying to solve was our most important contribution to solving a systemic issue.

Scaling implies making change to a more cost efficient delivery method - which should not be attempted until you understand the mechanism of action. The mechanism of action is the essential elements of the program that contribute most to the outcome and must not be watered down if you want to spread the benefits of the program. The biggest mistake made in scaling in the non-profit and public sectors (can't speak for the private sector) is the watering down of skill sets in order to hire less expensive staff.
