Government grants are probably the biggest death nail for startups. They are usually provided by unskilled committees that have no power to follow on. My advice is always for governments to either match/allocate grants and fundings with professional investors (1-1 or 0.5-1) rather than allocating it stand alone. I see startups that received 25k grants, blew it without the right focus/investors on their heels getting things done, and now need more money. The govt can't give anymore, no investor with touch them as they have nothing to show for the 25k. Let people who have vested interest do their job. No govt committee will lose their job if the startup fails. Tax benefits are great and so are funds set up with public money.

Innovation is risky, especially at the discovery stage where things *should* go wrong if you're doing it properly and being sufficiently imaginative. Government can offset this risk through funding, and provide an opportunity for entrepreneurs to be ambitious. There are plenty of schemes for 'safe' innovation, but Government can facilitate innovation that produces step-changes in tech which will benefit the wider market.

I believe regulation is the key to a better and successful environment. Still, regulation and regulators should approach the field and market specialists to understand their worries, needs and feedback. Many times we see governments and regulators benchmarking regulation from other countries and this is not a healthy, practice. A good regulatory framework could catapult entrepreneurs as a bad advised one make a hard stop and set back to their growth.

In addition to above, I believe that supporting policies should be unified operating through single window which should cover up interfacing among various multiple other controllers in governance system, behind the window by a single unified controller. And such policies should be implemented in spirit with a very high level of Integrity and Sincerity owning governances responsibilities towards startup entrepreneurs.

By establishing a 'regulatory sandbox', a government can offer entrepreneurs a safe environment for testing new ideas and products. This initiative, already incorporated into the 'law of startups' in Brazil, encourages more entrepreneurs to be innovative while simultaneously safeguarding the market from radical changes before validating new business models.

Empowering education is one of the critical aspects of developing entrepreneurs. Most of it is about incentives, currently many educational systems. Encourage success within the system, rather than within the marketplace. If we want to empower a new generation of technical entrepreneurs, we need to align our in-school incentives with the behaviors and outcomes that are incentivized in the marketplace as well.

I believe that, the government can help and should do so by changing the curriculum school, in order to promote entrepreneurship and financial education already in the scope of elementary education. So, that the future generation already has a sufficient critical vision of the path to take towards a more diverse market, including more women with STEM degrees. And for the entrepreneur to translate pain into technology, it is necessary to have a base, not run after the established thesis. It is necessary to be aware of the costs of maintaining technology, the professionals involved and constant development to remain relevant in the market.

Una alfabetización digital del profesorado es primordial para que pueda liderar actividades en el aula donde el alumnado pueda utilizar la tecnología como herramientas para la resolución de problemas. Para favorecer el emprendimiento desde el alumnado, se debe dejar que pruebe, falle y desarrolle proyectos basados en motivaciones y desafíos reales, donde pasen de un trabajo de clase a un mercado real.

University education in STEM careers is based on the development of technical and academic knowledge. Although this is the cornerstone in the development of the student, the tools to transfer of this knowledge to the market are something that is either sought in training outside the university, or must be obtained in a self-taught way in professional development. Aligning STEM development with a business mentality that understands the needs and value provided to the customer and how to set up a business plan would give potential entrepreneurs the confidence to develop their ideas.

In my opinion, our government should be the ultimate matchmaker for tech enthusiasts. Policies that create meetups, workshops, and online spaces where juniors can mingle with experienced tech wizards can spark incredible collaborations.

Networking & collaboration for startups should primarily be a tool aimed at solving the 3 key priorities of startups as they start & grow: customer acquisition (revenue), access to talent & access to funding. In addition to enabling this with platforms, programs & other subsidised mechanisms, one of the biggest impacts government can have is to actively connect startups with relevant government departments that can become a customer (government technology procurement), that can provide talent for startups (seconding staff into startups) & can provide funding (startup grants). These should be leveraged to encourage & enable corporations and consumers to do the same. This then becomes more directly linked to startup (& ecosystem) growth.

Supporting local industries as a whole, rather than individual companies, can promote growth by facilitating networks. For instance, engaging in trade missions abroad can aid in international expansion and enable businesses to enter foreign markets.

El impacto social, muy cierto hay que crearlo pero solo puede ser si lo que investiga resuelve un problema específico y que pueda ser escalable desde una posición pre innovación. Idea por idea no es tan efectivo, hay que ver por ámbito investigativo vs problemas reales. Crear un banco de problemas luego un banco de soluciones. Párese tonto pero es una lógica específica para resolver temáticas, se debe superar la investigación por investigar, canalizar esfuerzos.

The real answer should be to firstly invest in understanding what the most immediate & important needs of startup founders in the ecosystem are. Conduct interviews, do surveys, have staff embedded in startup hubs so you have a real view of what stage startups & other players are facing the most pain, and in what areas. If this step is done properly, there is usually a list of problems that need addressing, & policies & funding should be allocated accordingly. When I was leading a government hub, Sydney Startup Hub, two of the biggest impact initiatives were to (a) subsidise a convenient, affordable environment for startups to work from and (b) invest in a grants program where most promising startups were not able to raise funds privately.

I believe another key role but less talked about role for government in supporting innovation ecosystem development is messaging. Governments have a unique platform to communicate the potential and opportunities innovation offers to industry and communities across cities, regions, states and countries. Engaging people in a discussion about how innovation and entrepreneurship can improve economic, environmental and societal outcomes is crucial and helping people to understand how they can play a role to contribute to, and benefit from innovation is important to ensure continuously grow and evolve our ecosystems.

Key thing here is the policy makers know what they know and make this knowledge accessible. There are more policies out there supporting startups than startups. And most policy makers cannot tell you which policy is right for which startup. In terms of accessibility, it is nearly impossible for startups to understand how to get to the benefits of a policy. Only the startups specialized in getting grants and policies will get this. I habe seen this in most countries, regions and cities I habe worked with.

It is not just about financial incentives. Government first needs to understand and outline vision. This vision can be a part of economic or other aspects of nation security and national aspirations. Once the vision is outline and articulated, subsequent ecosystem, including incentives, and other framework components can be put in place.
