In our organization, communication wasn’t the problem with the general public. The problem is the blasé attitude of the public towards hurricanes. We took a different approach. We began explaining how many parts of the infrastructure were going to be affected: no gasoline, limited emergency medical services, roads damaged, electricity down, internet connectivity down, other “inconveniences”. When we phrased it like that, people were more inclined to leave.

Once you know your goals, then you can work on the rest of your strategy to achieve those goals. Advocating for emergency management is all well and good, but we work in a huge field with lots of niches and specialty sectors, so having well-defined goals is crucial to your success.

The first step is to educate internally. I remember supporting a senior leader who never wanted to review issue management materials as he felt that preparing for an issue brought bad luck (true story). There are many leaders out there who want communicators to solely focus, somewhat blindly, on opportunities. It's up to us, communications experts, to show the value of preparing for all scenarios.
