Within the business case/ ROI table(which would include actionable steps discussed above) in the capital budget, user should include the items that department is requesting and how the spending of this money will create a specific return. After management approvals and purchase is done, it is important to follow up with these capex without prejudice on their ROI and learn from the good the bad investments decisions accordingly.

Not planning ahead is planning to fail. If you decide you want to take a vacation next year you probably will put a plan together. How much more are you investing on capital compared to trip. The plan should be detailed enough to know when the cash outflows and inflows will happen. Furthermore, you need buy-in from those implementing the plan. We all see what happens with bad planning and project over runs, if not look at California's high-speed train, where is it, how much have we spent? Finally, once the project has been implemented you want to perform a postmortem to see how you performed vs. the plan. It's a learning experience for the next time you decide to invest.
