In my experience you can't fully automate the implementation what requires some designing skills. There is millions of tricks and techniques we use, but machine would never guess it could work like that.

Some products can be fully automated, some products needs iterative quality checks. So in my opinion understanding the product use case and automating to the max possible extent should be the approach.
