In Brazil there are no technology entrepreneurs. And that rarely exists in the world. Technology is expensive and requires research that is only done through research and public money. What exist are technology profiteers that implement and support foreign technologies. They don't even invest in staff training. They hire the most qualified people in the job market and try to maintain a base of unemployed people so that wages are as low as possible.
