I've seen two approaches that I can support. You can add a faux-employer into your work history that is clearly labeled as such, ie. Skills Development During Layoff, where you list out what industry training you've taken and details the skills/techniques you studied. -- Or -- You can add a section to your resume called Training / Career Development to list out those experiences. If you've taken a filler job to pay the bills, state that, own that, but don't try to dress it up as something it was not... Don't try to turn a role outside your discipline into some elaborate value-add. That will come across as weak or worse - as desperate. Filler jobs still show motivation to work and humility if that job is outside your core discipline.
