Constructing effective competency based evaluations I’ve noticed that a lot of the training I find in the “wild” is very good at explaining new concepts to learners, but often falls short when covering how to apply them on the job. To properly evaluate competency I always start by making sure I have an understanding of the business’ performance needs on the job, Then I refer to Bloom's taxonomy, in order to guide me toward questions that challenge the learner to apply concepts at the correct level of thinking. Finally I create an evaluation question or scenario where the learner must think and act as closely to what would be done on the job as possible.
