Networking is no doubt very important! Joining professional organizations is very important and so are industry conferences. The problem here would be with the time allocation; Can you do that in your spare time, would the employer agree to allow you to participate at the conference on their time, and expense? If everything aligns perfectly with these mentioned issues, other important aspects are limitations introduced by business confidentiality. For such cases, it is better to have a partnership with the company providing that special product and/or technology, coming directly to your company, and have all the NDAs in place.

No, and no. Your employer may decide to train and home-certify the people they deem necessary to know more. It is less time-consuming and cheaper to periodically train big groups of employees. It also has the advantage that everybody trained by them thinks "like one". There is also a hidden aspect. If the employer invests the time and money into your training, they don't want you to leave, smarter and better, and work for somebody else, that would benefit from your knowledge, without any cost/investment from them.
