I find mind mapping is a useful tool. Sometimes, though, what appears to be truly complex is a complex representation of a simple aim, so as well as digging deeper, it is often worth finding out the fundamental aim(s), and even being able to divide them into separate needs.

Analysis has shown that the more time spent (but not so much that nothing gets started, of course) on ensuring that aims and final outcomes are identified. Conversely, there is also a case for picking out quick wins and/or common foundations and getting started. Strategic planning often focusses on the front facing aims, but does need to be sure to include foundation aim (like buildings, people and tech)

Flexible/contingency budget - budgets are often fixed on outline requirements Timescales - ditto People release - adding change work to an already loaded SME is going to prevent full attention to either Potential changes to legislation, relevant organisation/partner aims/objectives For some the IT infra and building capacities need to be factored in too Parallel or higher priority changes may completely wipe your resources if they overrun or simply need more
