You can have the best quality implementation system on earth, but if the materials, equipment's, and labor are of a poor quality, then the outcome is going to be poor quality. THINK! A project should be divided into small targets and a detailed plan should be made to reach those small targets one at a time , because without planning the start and the required results, you'll just keep wasting the essential time and may do some activities that doesn't have a direct impact on the requirements. The key to success is quality work atmosphere where every body express there thoughts in tool box meetings. Management has to review the suggestions given in tool box meetings, don't look at who suggest look at what suggested. I am a millenial. I have lived through recessions, historical events, and a rapidly changing world of technology. Adaptability is a skill that was engraved in most if not all my peers and generations who came after mine. There is not a role in my career that has not commanded I adapt with the changes in this world. Even my first role of serving tables at a banquet hall required the skill to adapt on the fly and I had supervisors who empowered and supported me to make those decisions. In customer focused environments there are always variables to consider. It is important for any team to have the synergy that allows and empowers its employees to adapt. Onsite training is an excellent way to encourage this skill.

It is worthless to write quality policy underlying principle, just for the sake to fetch ISO Certificates and not as tangible procedure that will be qualified by audience like Client’s Representative. Understand the pros and cons of what is asked to be done. Ask pertinent questions and apply the answers to the pros side, or remove the solution from the cons list. If all goes well the pros contents simply need to be put in order, written in the final draft accordingly, and handed in before schedule.

I would say that one would have to choose all the choices above. "One hand shakes another hand". Use all resources available, have follow through and adapt accordingly.

Quality control/management team should be independent of the “build team” whose priority will be to meet time/schedule/cost metrics. When someone’s bonuses are dependent upon delivery cost /schedule, quality verification is often down played as a schedule hinderance.
