To encourage innovation, make it safe for team members to try, fail and learn, and keep trying until they succeed or reach a logical conclusion—within boundaries made explicit and clear. For example, it would be irresponsible for an application analyst to bypass IT change control policy and procedures and promote a software change to a production electronic health record system to try something new because they think it’s cool. Lives literally could be at stake, and violating company policy is usually (if not always) not a wise choice. On the other hand, the analyst could ask their manager for support to work part-time on an innovation project. Keep their manager informed. Learn. Share knowledge with the team. Innovate.
