It's more interesting to connect with someone spontaneously without needing something than to look for someone only when they can offer something you want.

You can separate this very well, but there is a limit to the synergy and collaboration you can achieve. Imagine if football players were friends only on the field, without having the slightest interaction outside of it and in training? They would barely know each other. This is how it works at work too, try to connect outside of work to understand how people think, their motivations and how to extract the maximum potential from them within the institution.
