I do agree that benchmarks have to be set for the team to follow. Ensuring they understand is the easy part. Ensuring they comply is a more difficult one. Setting benchmark standards and goals does not, by default ensure compliance. It's only when the team realizes the importance of achieving these goals can quality be achieved.

One time at work I had to conduct training for welders, we did reduce defect after that. One thing that I've found useful when conduct training is giving more visual example on the actual problem and tell stories because people love story and the get more focus after it.

Envole your team, engage their strengths and support their weaknesses. Encourage them to express their thoughts and feeling towards new project that affect their working environment and new processes. Talk with them about safty/quality standards not to them give them the platform and you may find your ideas are not always the best. Every team member is not part of the plant they have a wealth of knowledge in their history that is valuable to all industries and processes.

Make sure there's segregate area for QC check. Plan and follow procedure when doing material receive inspection. Document actual dimensions. Manage defective products by isolating and evaluating them for rework or disposal (Issue NCR to supplier if needed).

It’s "It's better to focus on fostering a culture of quality among all employees, including medium and higher management. This should be the first step before implementing the other mentioned steps. this will prepare the project workforce to accept the quality idea and methodology which will play a huge role in reducing the resistance.
