I spent years doing OR work in the military. And most military leaders don't like the notion of "uncertainty". They seek to control it even if it is a variable outside their control. So you have to help them recognize uncertainty without triggering their fears. Luckily Military Intelligence has a pair of concepts that an ORSA can also apply. 1) The enemy's "Most Likely Course of Action" can be used to describe the average of an unstable process. 2) The enemy's "Most Dangerous Course of Action" can be used to describe the extreme variation that poses the greatest organizational risk and therefore requires a contingency plan. These two concepts can easily help introduce a discussion of uncertainty.

While there is uncertainty in the research field itself, then to chase the larger & novel/ innovative goal/target ,it is necessary to divide the final goal into multiple smaller targets and to scrutinize each targets very thoroughly considering associated risk in it , prioritise the target based on their possible out comes with the logical decision making approach. Step wise/ in a sequential manner execution of each target would help to reach the larger objective gradually, altogether it is essential to execute each objective with the minimum error. Overall, accumulation of all the knowledge from the outcomes of different small objectives would help to visualise the larger objective or the ultimate goal.
