Every project has a start and end date, that is what defines a project. So, beginning with scope, milestones, timelines, and deliverables as part of your planning phase you set the tone for the rest of the project as well as the roles and responsibilities (my favorite is to use a RACI). This leads to clarity. Project managers often have to put on a business analyst hat, or rely heavily on their BA(s), to define the requirements and sometimes asking tough questions. There can be clashes among expectations of stakeholders, personality conflicts, even political territory, that can lead to blockers for this step. Being assertive, confident, and learning to leverage your experts is key to this stage of the project.

In my experience, To promote a sense of accountability and ownership, hold team members accountable for their contributions. To maintain responsibility and quickly resolve any difficulties, do performance reviews and regular check-ins.

You should always start with a Process Map which provides the framework for the scope of the project. "Get in the trenches" with the people who use the data, get their feedback and really listen to what their needs are. Build the scope around meeting those needs.

It's critical to send clear action items with responsible owners after every status call so there is a paper trail of who is accountable to what and by when. Don't be afraid to ruthlessly follow-up and seek clarification, as miscommunication is almost always the number one cause of project slippage (ie. you didn't do a good enough job aligning on and communicating in-scope tasks and due dates, the person didn't respond or provided a vague response to their action item, or you misinterpreted the meaning of their response.) Stating clear boundaries with timelines and owners allows for objective project management which will help ensure the project stays on track, or issues can be effectively escalated to the correct stakeholders as required.

In my experience two major components to asserting boundaries come down to agreed-upon roles and responsibilities. Defining a project with a charter that is documented and signed off by all parties involved in the effort allows you to go back and assert boundaries if scope creep occurs or, in some cases, there is a dispute as to the definition of what the project deems "complete." Along with this I prefer to use the RACI model to clearly define roles and responsibilities regardless of the project design. Each person should know exactly what their designated role is and what responsibilities they hold to the overall project. Again, this allows you to reference a document rather than rely on ambiguous expectations.

I have found collaboration and cohesion strongly developed through the tool of a retrospective. I offer anonymous input as well as in-flight input as we discuss the retro. Importantly, a retrospective does not have to occur at the very end of a project. Perhaps after a major deliverable, or after a major milestone, it brings the opportunity for the team to come together and review just how far they have come in their efforts. Retrospectives that I run include: Continue: what went well, kudos, what do we keep doing? Blockers: what held us back, where can we learn? Inventions: what tools, techniques, demos, can we try that might achieve our goals and remove blockers. Action items: what are we going to achieve in the next sprint?

The best way, in my experience, to discuss what is feasible, reasonable, and necessary involves two major components: a milestone project timeline and a resource work breakdown structure map. Before meeting with stakeholders to gather requirements I allot my team according to skill, availability, and technological experience. Once we feel secure in our resourcing we can work with stakeholders to gather requirements. After this we have to drill down and determine MoSCoW must have, should have, could have, won't have. This is a delicate balance between resource, requirements, and stakeholder needs. With these data we can approach our stakeholders with a stronger map of exactly what the project can manage and how we plan to iterate by need.
