To set goals should be built upon the existing situation to know where we are and where we need to go. These should be done by setting specific objectives and these objectives should be aligned with the business and security objectives as well, then we can set specific initiatives for each objectives and the KPI’s to be able to measure how much we have achieved each goal. Some notes should be considered when we set our goals and objectives ( should be realistic, can be measured, can be achieved according to our capabilities)

Threat based risk assessment should be conducted as a pro-active activity to provide us full viability about the expected threat(s) maybe happened by following standard methodology (for example NIST or ISO 27005) by this methodology we can evaluate rating of the likelihood, what impact if this thread happened, what are the existing vulnerabilities and also what are the existing implemented controls to be able finally to know what is the risk rating of this threat. Then we can provide recommendation to minimizes the risk rating to the accepted level.

Defiantly, but discussing our capabilities from all perspectives human, technology and budget and that is not meat that we will change our objective, but we can act upon that limitation (if any) by maybe extending the time frame, splitting the project to phases, outsourcing some function(s), set our priorities, discussing compensating controls and/or workaround.

Project roadmap and reporting system is important for the decision maker and here we have to clarify the quality of roadmap and reporting system criteria: roadmap should be realistic and accurate, and reporting system should be periodically ( period to be defined upon the project roadmap, time frame and millstones ), raising flags much early as we can, summery of details should be clear .
