Every manager should make the time to understand the strengths and weaknesses of each direct report. Some people want career progression, others a steady role which fits around their lifestyle. We're all different. Feedback should be constructive with a plan of how to improve. Not throw away comments. Nor should it ever be offensive or unkind. Understanding your team so you can help them grow is of prime understanding.
