Get a little creative here and think like a product developer from the client perspective instead of the ops team. In my experience users have already found the solution or work around to the problem. At the very least they know the friction or frustration point. The question is really how good can my team and I get at make discovering what the user already knows?

I disagree with this statement and find these terms are often used incorrectly. This is how I use benchmarks and goals to lead large and small scale projects in an organization. All projects have key milestones that serve as a measure of progress toward the end result. Milestone progress is what is shared as relevant status updates with the direct team and stakeholders. Personally, I like a nice visual for this - often I use an image of a thermometer. At a glance all parties know the story. Individual benchmarks have goals that can be shifted in response to the fluidity of natural project progression. Nimble, agile and clear criteria for decision making (facts not feelings) is most important.

In my experience we often over deliver and invest heavily in creating ‘tools’ that never get used. Redistribute those funds to build humorous marketing campaigns that empower employees to feel confident adapting to change is a bigger bang for that budget line item. Resistance is predictable, plan for it.
