Ideally, you're working in a governed environment, so the people you need to talk to have already been identified. If the architecture needs to be aligned with business goals, you need to talk to the business people. It might not be 1 person because you need to make sure that accommodating 1 function doesn't harm another function. You need to bring in advisors like Legal because you need to make sure that you're not about to do something that will violate the law. If there's a Compliance or Regulatory group, make sure you're not going to violate any regulations you weren't aware of. Make sure you understand long term goals as well, so you don't create a short-lived solution.

It is important all the departments business requirement is understood and documented before defining data architecture. This also helps to reduce redundancy

Translate the goals to data capability requirements. Don't ask the business what data they need. It's your job to understand the business outcomes and the data capabilities and assets required to deliver the outcomes. Understand the three dimensions of strategic goals, tactical blockers and external influences and triangulate common patterns. Also understand the value of each business objective and prioritise based on value and speed to market / complexity aligned to the business sponsor.

In my previous company, Here was my approach: I start by clearly defining our business objectives using SMART criteria. Then, I assess our current data landscape, identifying gaps and opportunities. Next, I ensure our data initiatives directly support our goals, developing KPIs to measure success. I prioritize designing a scalable, secure data architecture and implementing robust data governance policies. Fostering a data-driven culture across the organization is also essential. Finally, I ensure we regularly review and optimize our data architecture to keep pace with evolving business needs. This strategy has consistently helped me ensure that our data architecture effectively supports our business goals and drives success.

An effective data architecture allows for data - both as it is today and as it will be tomorrow - to be accurately presented in a timely fashion to the business and its customers, vendors, regulators, investors, etc. I’ve found that starting with a metadata-first approach accomplishes these objectives. Metadata-first means defining everything about the data first and then having generic code that performs all data operations using that metadata. This dramatically reduces the code base, operational risk, and expense. Creating and implementing a metadata-first strategy can be done gradually and in parallel with existing data operations, which allows the data office to demonstrate viability and ROI.

One thing I’ve found which causes issues with moving to a newer state (target state as some might say), is creating processes and code which is tightly coupled to each other. When it eventually come time to upgrade then all those dependencies will throw spanner in the works and eventually teams just give up on moving to what they know will be a better system. So when designing any system, always ask yourself “If we had to split these processes, how long would that take and how many areas would be affected” if it’s complicated then it’s tightly coupled. If you can easily upgrade and/or swap out then it’s been designed to scale, which is good.

Ce ne sont pas forcément ceux qui utilisent le plus les données qui les utilisent le mieux. C'est un bon début d'avoir des KPI qui évaluent l'utilisation, la qualité, la disponibilité... des données. Surtout, je privilégie une approche plus qualitative en interviewant les utilisateurs finaux sur leur utilisation. Comment utilisent-ils les données ? Ont-ils confiance ? Quels enseignements ils en tirent ? Reste-t-il des angles morts ?
