Sin embargo este aspecto no siempre es concebido y aplicado durante las diversas fases del proyecto, se trata de incorporar variables aprentemente exógenas que en determinada coyuntura serán determinantes; tales como la variable política o la participación ciudadana; en este sentido equipos técnicos multidisciplinarios y dinámicas de concertación multiactor, suelen dar buenos resultados dependiendo de las escalas temporales y espaciales de la intervención.
