I would say it first depends on the type of program. If it is for a specific project, extra skill or development I would offer it to a specific limited group of people that would benefit from it or who has shown interest in more responsibility. That usually sparks interest in others for the next round. If it is a new process, product or system the attendees do not have a choice. However, the facilitator should be informative and engaging. That makes a huge difference in the experience.
