Number One tactic to engage learners online is “Micro Deadlines.” Give students many small tasks with clear and frequent deadlines to make sure students compete work over time. For instance, reply by 5PM and then respond to a classmate by 9PM- that allows a set of replies before students engage with classmates. This also works well for asynchronous group work. One students drafts the outline by noon, a classmate adds sources by the evening, a third member summarizes content overnight. Then the next day the first student has group replies to work with, and so on. Lots of MicroDeadlines!

It's can be done when an online class is taught synchronously, because I've done it. During Covid, I created a game for online students called "Last Student Standing" that only requires access to quizzing within a LMS. I use it before exams. Here's how it works: 1) Load 25+ MC questions from the test bank into the LMS. 2) Each student turns his/her Zoom camera on. 3) The question appears on their screens as I read it aloud. They have 10 seconds to answer. After 10 seconds, access is closed. 4) Answer correct? You keep playing. Answer incorrect? You turn your camera off. 5. When all cameras are off except one, he/she is the "Last Student Standing." I check for cheating by making sure students who win actually got all questions correct.
