Before assessing needs - make sure project has the informal approval from highest senior officer. Then asked a senior corporate or highest manager to head the initiative. Directions and initiatives constantly change in a company, the more support the project can muster the better the chance it will push through until the end of project. Then with the structure it has the formal assessment can begin.
