When facing hard questions, I often like to start answering them by asking further questions. If my customer is asking me to cut costs, I need to understand why; what are their pains; what is that they're going through that is leading them to such a request. Then, it's crucial to embrace this cost reduction request as a new constraint to the project - to be dealt with despite of contractual topics, many times. Next step is reaching common grounds with the customer on what is the project's value generation to be prioritized. By following these steps, it becomes clear where and how costs can be cut. Last, but not least, documenting all of this process, as well as the decisions taken due to it, is a must.
