I think this is the most underrated skill. While all the ones mentioned above are a basic necessity, communication skills are overlooked. But they are extremely important to communicate and present your findings or research output Without this, even a great research can amount to nothing.

Proficiency in statistical software and data visualization tools to analyze and interpret large datasets, in addition to the ability to apply statistical methods to economic data to test hypotheses and make forecasts is a must. Strengths can be added by proficiency in policy analysis and understanding of other fields such as sociology, psychology, political science, and environmental studies to analyze the broader implications of economic decisions.

First. Clearly defined parameters. What areas are you going to research? Agriculture? Global Trade? Global Finance? The Effects of Global Warming on the Global Economy? Do I have the necessary knowledge, background, experience in this area? Does the person I am working for have any preformed theories/beliefs and attempting to validate these theories or beliefs? How much autonomy will I have in my pursuit? Will the research I am doing going to be defined or merely a general quest? Will my research involve efforts to validate or invalidate prevailing theories. (ie: British Students' attempts and failure to duplicate results of Austerity? Assuming you have the credentials, go for it. Oh, will you be paid, when, how, and how much? Slim.
